Since 1996 the development of excellence in the Slovenian organizations has been encouraged by The Metrology Institute of Republic of Slovenia. It has been done by the regular assessment procedures for the national quality award and also by the pilot projects. Pilot projects PRSPO are organized in a systematic way to stimulate organizational learning, transformation of best practices and innovating, and to improve competitiveness and benchmarking in various sectors in Slovenia.

Above all, advantage of pilot projects is in the same methodology for preparing self-assessment application for cooperation just as in objective external assessment procedures that are valid within National Quality Award (PRSPO).
